It allows the establishment of foreign-funded hospitals in Shanghai (excluding traditional Chinese medicine and public hospital mergers). It encourages the establishment of foreign-funded hospitals in pilot open areas such as the Free Trade Zone, Lingang New Area, Hongqiao Business District, and the Eastern Hub International Business District, as well as in areas concentrated with biomedicine industries and expatriate residential centers.
