# FSSS: The largest shareholder has changed to SHA GANG GU FEN, but the actual controller remains unchanged

According to the announcement from Fushun Special Steel (600399.SH), some loans from Dongbei Special Steel have already matured. Due to tight cash flow, after negotiations with Sha Gang Group, both parties recently signed the "Pledge Securities Disposal Agreement." Dongbei Special Steel intends to transfer 50 million shares of the company pledged to Sha Gang Group to offset part of the loan, with the compensation amount calculated based on the average closing price of the company's stock over the 20 trading days prior to the signing of the agreement at 5.89 yuan/share, totaling 294.5 million yuan.

Before this equity change, Dongbei Special Steel held a 16.52% stake, making it the largest shareholder of the company, while Sha Gang Group held a 12.89% stake. After the change is completed, Sha Gang Group's stake will increase to 15.43%, becoming the largest shareholder of the company.

Dongbei Special Steel and Sha Gang Group are controlled by the same actual controller. After this equity change is completed, the largest shareholder of the company will change from Dongbei Special Steel to Sha Gang Group, while the actual controller remains Shen Bin
