The measures propose that party and government agencies and public institutions that directly hold or manage public data resources should register the public data resources included in the authorized operation scope and encourage the registration of public data resources not included in the authorized operation scope. Legal entities authorized to carry out operational activities are encouraged to register the data products and services formed by processing the authorized public data resources. Public enterprises such as water supply, gas supply, heating, electricity supply, and public transportation are encouraged to register the public data resources they directly hold or manage, as well as the products and services formed
