# Fiscal Budget 2025 | Strategically introducing more cultural and creative enterprises that integrate innovation and technology

The Financial Secretary, Paul Chan, stated in the new budget that the government is committed to promoting the industrial development of the cultural and creative industries. He mentioned that the "Creative Smart Initiative" has approved over 780 cultural and creative projects, many of which have industrialization potential, with a total funding amount of approximately HKD 3.4 billion, benefiting over 30,000 small and medium-sized enterprises. The government will strategically introduce more cultural and creative enterprises that combine innovation and technology to accelerate the thriving development of the local creative industry chain. Chan emphasized that the government has always strongly supported the development of the film industry, with the "Film Development Fund" having allocated over HKD 1.3 billion to support more than 120 films, involving over 110 emerging directors and producers, with the related films winning over 180 awards. The fund has also launched the "Mainland Film Market Development Funding Scheme" to encourage Hong Kong film companies and mainland cultural enterprises to invest in and support productions by Hong Kong directors. The first "Hong Kong Arts Expo" was held last October, attracting over 1,600 art leaders and practitioners from more than 60 countries and regions. Chan announced that the second expo will be held next year, aiming to establish the event as a flagship of Hong Kong's cultural and artistic industry. The government will also continue to make good use of the "Cultural and Arts Events Fund" to attract and support international or large-scale cultural and artistic events to be held in Hong Kong, promoting Hong Kong's development as a center for cultural and artistic exchange between China and foreign countries. The authorities have updated the approval criteria to include requirements for events to drive tourism and economic benefits. He stated that the government will support creators and producers of cultural intellectual property for the next five years, promoting over 30 cultural intellectual property projects, facilitating cross-sector collaboration within the cultural and creative industries, and increasing the dissemination and commercial value of cultural intellectual property products
