The notice specifies that medical institutions applying to become designated for medical insurance should use drug and consumable traceability codes as required, achieving "full collection, code-based settlement, and code-based payment"; for those providing inspection and testing services, at least one qualified medical technician must be present, and it is strictly prohibited for medical and technical personnel to "hang certificates" in designated medical institutions while others conduct diagnosis and treatment on their behalf; original materials such as test results and imaging of insured patients must be properly stored and uploaded as required, with priority given to medical institutions that commit to uploading and retrieving inspection and testing results through the national unified medical insurance information platform to be included as designated medical institutions
