According to the Zhitong Finance APP, Xining Special Steel (600117.SH) disclosed a plan to issue A-shares to specific targets, with the issuer being the company's controlling shareholder Tianjin Jianlong, who will subscribe to the shares in cash. The number of shares to be issued will not exceed 578 million shares, with an issue price of 1.73 yuan per share.
