# Ning Hanhao: Implement multiple measures to improve the development of the assembly and synthesis industry

The Secretary for Development, Ning Hanhao, stated in a blog that the authorities have announced a series of enhanced measures to improve the development of the MiC (Modular Integrated Construction) industry chain, and the government will implement multiple measures to enhance the development of the assembly and synthesis industry.

Ning Hanhao indicated that there are currently over 100 government and private projects adopting the MiC construction method. Recently, a large promotional event titled "Modular Integrated Construction Industry Development Week" was co-organized by Guangdong and Hong Kong, announcing several important initiatives, including the release of the "Guangdong-Hong Kong Cross-Border Trade Guidelines for Modular Integrated Construction" and the first annual demand forecast for "Modular Integrated Construction," as well as issuing recognition certificates to the first eight recognized manufacturers under the "Modular Integrated Construction" manufacturer recognition program.

The Assistant Secretary for Development (Efficient Construction), He Jinsheng, shared that the released "Guangdong-Hong Kong Cross-Border Trade Guidelines for Modular Integrated Construction" provide guidelines for applying for bonded processing trade arrangements and cross-border tax declaration for exporting components to Hong Kong, helping the industry understand the entire trade process. It also specifies that under the processing trade model, imported goods are exempt from tariffs and value-added tax, assisting enterprises in alleviating financial pressure.

In addition, the IBR (Institute of Building Research) issued recognition certificates to the first eight manufacturers that passed strict evaluations under the "Modular Integrated Construction" manufacturer recognition program. The Chairman of the IBR, Han Zhiqiang, stated that in the future, government projects will require the recognition certificates issued by the IBR as a necessary condition for bidding. Relevant approval departments, such as the Buildings Department and the Water Supplies Department, will also simplify the approval and acceptance procedures for recognized manufacturers, and the IBR will regularly review and enhance the relevant evaluation standards.

The Chairman of the Construction Industry Council, He Ancheng, stated that the market demand for "Modular Integrated Construction" is very large. According to the first annual demand forecast for "Modular Integrated Construction" jointly released by the Development Bureau and the Construction Industry Council, the completed floor area of "Modular Integrated Construction" in the next five years is expected to be about 2.5 million square meters, including residential buildings, schools, hospitals, and government buildings.
