During his visits to CRRC Changchun Railway Vehicles, Changguang Satellite Technology, Boshiac, and CNH Industrial, Ding Xuexiang pointed out that the "dual" construction should highlight strategic orientation, focusing on maintaining the country's "five major securities"; local governments must fulfill their primary responsibilities, strengthen the collection of special bond project revenues and asset management. There should be deepened supporting reforms, improved investment mechanisms, and leverage social capital to participate in major project construction.
