# Vice Premier Ding Xuexiang: Strengthen efforts and improve efficiency in policy implementation to continuously consolidate the upward momentum of economic recovery

Vice Premier Ding Xuexiang recently pointed out during his research in Heilongjiang and Jilin that efforts must be intensified to effectively implement policies, lead comprehensive industrial revitalization through technological innovation, solidly promote high-quality development, and continuously consolidate the momentum of economic recovery.

He stated that the key to enterprise development lies in innovation, and it is essential to promote the aggregation of innovative elements towards enterprises, encourage increased R&D investment, and achieve leadership through innovation-driven initiatives. There should be vigorous promotion of the local transformation of scientific and technological achievements, and the development of new quality productivity should be tailored to local conditions. The business environment should be continuously optimized to promote complementary advantages and common development among various ownership economies. Foreign-funded enterprises in China are all Chinese enterprises, and it is hoped that they will continue to deepen their engagement in the domestic market for better development.

During his visits to CRRC Changchun Railway Vehicles, Changguang Satellite Technology, Boshiac, and CNH Industrial, Ding Xuexiang pointed out that the "dual" construction should highlight strategic orientation, focusing on maintaining the country's "five major securities"; local governments must fulfill their primary responsibilities, strengthen the collection of special bond project revenues and asset management. There should be deepened supporting reforms, improved investment mechanisms, and leverage social capital to participate in major project construction. At the same time, the structure of fiscal expenditure should be optimized, performance management strengthened, and the bottom line of the "three guarantees" at the grassroots level ensured to maintain safe and sustainable fiscal operations.

He also emphasized that technological innovation should strengthen basic and applied research, accelerate the realization of high-level technological self-reliance and self-improvement; deepen collaboration among universities, research institutes, and enterprises to produce more scientific research results and cultivate more innovative talents through deep integration of industry, academia, and research; and seize critical periods to strengthen continuous service, further forming a joint force to promote employment
