> U.S. District Judge Indira Talwani in Boston stated in her ruling on Monday that the text and structure of the Tax and Spending Act signed by President Trump clearly indicate its intent to punish the Planned Parenthood Federation of America and all of its member organizations, "the plaintiffs are likely to prove that Congress has a punitive intent." She also found that the act violates the Equal Protection Clause of the Fifth Amendment to the Constitution and constitutes an improper restriction on the affiliation rights of member organizations that do not provide abortion services with the headquarters, which may violate the First Amendment
