# Chengdu releases self-discipline convention for the shared power bank industry: avoid "excessive charging" and compress billing time unit to within 15 minutes

> On October 30th, Chengdu released the "Self-Regulatory Convention for the Shared Power Bank Industry," aimed at protecting consumer rights. The convention requires companies to disclose prices and billing methods, avoid ambiguous charges, and provide at least 5 minutes of free usage time. The billing time unit is compressed to within 15 minutes, with the first billing unit starting only after exceeding the free usage time, and hourly billing is prohibited. Eight mainstream companies, including Meituan and Smart Share Global, have signed this convention

On October 30th, the Chengdu Consumer Rights Protection Committee, Chengdu Market Supervision Administration, and Chengdu Economic and Information Bureau quickly took action and officially released the "Chengdu Shared Power Bank Industry Self-Discipline Convention," guiding eight mainstream companies including Meituan, Smart Share Global, Aito, Jiedian, Xiaodian, Shanceng, Xiudian, and Koala to sign the convention. The main contents of the convention include: eliminating "ambiguous charges," requiring companies to prominently display prices, billing methods, cap prices, deposit policies, etc., on the rental page or on the equipment; avoiding "excessive billing," providing no less than 5 minutes of free usage time, compressing the billing time unit to within 15 minutes, with the first billing unit starting only after exceeding the free usage time, and eliminating "rounding up by the hour," among other provisions
