# US – Southern/DevvStream get fuel bond OK

> Southern Energy Renewables and DevvStream received approval from the Louisiana Community Development Authority to issue up to $402 million in revenue bonds for their biomass-to-fuel facility in St Charles Parish. The facility will produce methanol and sustainable aviation fuel using wood-waste biomass. The approval is a key milestone in project financing, with further steps including a volume-cap request and an executive order from the governor. The bonds are limited obligations payable from project revenues.

Southern Energy Renewables and DevvStream have landed approval from the Louisiana Community Development Authority to issue up to US$402m in Louisiana Local Government Eenvironmental Facilities and Community Development Authority revenue bonds backing their biomass‑to‑fuel facility in St Charles Parish. The facility will use regional wood‑waste biomass with integrated carbon capture to produce 2.3m tonnes of methanol and 276m gallons of carbon‑negative sustainable aviation fuel per year.

The LCDA approval represents an important milestone in the project finance process, allowing the sponsors, working through LCDA as a conduit issuer, to seek an allocation of “volume cap” from the Louisiana State Bond Commission in the same US$402m amount. The volume‑cap request is scheduled for the week of December 15. The final step will be an executive order from the governor of Louisiana, expected in January.

The revenue bonds contemplated under the LCDA resolution are expected to be limited obligations of the issuer payable solely from project‑related revenues and other pledged security, and not from the general funds of the State of Louisiana. Final terms, including interest rates, maturities, security, and covenants, will be determined at the time of any bond issuance and remain subject to additional approvals, documentation and market conditions.
