Li Guoying, Secretary of the Party Leadership Group and Minister of the Ministry of Water Resources, presided over a meeting to study the establishment of a groundwater reserve system. The meeting emphasized the need to strictly implement the requirements of the "Groundwater Management Regulations" and establish a groundwater reserve system. It called for a comprehensive consideration of groundwater storage conditions, development and utilization, the impact of climate change, and the coverage of water network construction, to clarify the goals, responsible entities, reserve scope, management processes, and conditions for use of groundwater reserves. It also highlighted the importance of replenishment and conservation protection work, improving the layout, management, and protection mechanisms of groundwater reserves throughout the entire chain, and enhancing water security capabilities under extreme conditions
