# Two departments issued opinions on implementing the "Notice from the General Office of the State Council on the Implementation of Domestic Product Standards and Related Policies in Government Procurement"

> Two departments issued opinions, clarifying that domestic products should be produced within China and must achieve a change in attributes from raw materials to products within the customs territory. Products produced in bonded areas are regarded as domestically produced, and medical devices must have registration certificates from the drug regulatory authority. Other products will be judged based on specific circumstances

It is proposed to accurately define the production of products within China. The notice clarifies that domestically produced products must be manufactured within the territory of the People's Republic of China, meaning that the transformation of raw materials and components into products must occur within the customs territory. Specifically, products produced in customs special supervision areas such as domestic bonded zones and comprehensive bonded zones are considered to be produced within China; for medical device products, those that have obtained the medical device registration certificate granted by the drug supervision and administration department are considered to be produced within China; for other products, it should be judged based on the actual situation whether they are produced within China
