This situation arises from new export rules announced by the U.S. Department of Commerce this week. In a letter to Commerce Secretary Howard Lutnick, he pointed out that the shortage of dynamic random-access memory (DRAM), a key component for AI accelerators, poses challenges under the new licensing conditions. The relevant regulations include requiring exporters to demonstrate that the products approved for export to China will not lead to supply shortages in the U.S. domestic market.
