# In 2026, Shanghai will implement major foreign investment projects in the telecommunications, healthcare, and cultural tourism sectors

The fourth session of the 16th Shanghai Municipal People's Congress opened on the morning of February 3 at the Expo Center. Shanghai Mayor Gong Zheng delivered the "Government Work Report." The report stated that this year, the new version of the encouraged foreign investment industry catalog will be implemented, enhancing the service capabilities for major foreign investment projects, guiding and supporting foreign-funded enterprises to invest more in advanced manufacturing, modern services, high-tech, energy conservation, and environmental protection industries. It will also promote the landing of a number of foreign-funded projects in fields such as finance, telecommunications, healthcare, and cultural tourism, further enhancing the capabilities of regional headquarters and foreign-funded R&D centers of multinational companies, and better safeguarding the legitimate rights and interests of foreign-funded enterprises.
