The Chief Executive John Lee attended the 2026 New Year gathering at the Liaison Office of the Central People's Government yesterday (4th) and stated that Hong Kong's economy grew by 3.5% year-on-year last year, with total merchandise exports and imports increasing by 12% respectively. In this year, Hong Kong continues to be the world's freest economy, with its global competitiveness rising to third place, and rankings in talent and digital competitiveness reaching fourth place globally. The number of companies from mainland and overseas based in Hong Kong has reached a historic high of over 11,000. He then proposed four directions for Hong Kong's development in the Year of the Horse: First, to be a pioneer, actively integrating into and serving the national development agenda. He stated that this year marks the beginning of the national "14th Five-Year Plan," and he will lead the entire SAR government’s various policy bureaus and departments to actively align with the "14th Five-Year Plan" framework and, for the first time, formulate Hong Kong's five-year plan. The SAR government will strengthen its sense of responsibility, effectively fulfill its role as the primary responsible party, and actively lead all sectors of society to align with the "14th Five-Year Plan," deepen all-round cooperation with cities in the Guangdong-Hong Kong-Macao Greater Bay Area, strengthen regulatory alignment and mechanism connection, and contribute to building a world-class first-rate bay area. Second, to strive for leaps forward, actively creating a "thoroughbred" for economic development. The SAR government will consolidate and enhance Hong Kong's status as an international financial, shipping, and trade center, and fully build an international innovation and technology center and a highland for gathering international high-end talent. Hong Kong is accelerating the establishment of an international gold trading market while promoting more high-value-added industries to settle in the Northern Metropolis. In the face of geopolitical uncertainties, countries around the world are seeking safe and reliable trade partners and investment opportunities. Hong Kong will travel thousands of miles and gallop across the seas, consolidating ties with traditional economies while strengthening exchanges with emerging economies. The SAR government has established a special task force for mainland enterprises going overseas to connect with the burgeoning productivity of the mainland, Hong Kong's internationally renowned professional services, and the eager demand from global buyers, working together with quality enterprises to "go out" and attract international capital to "bring in," solidly promoting high-quality economic development. Third, to move swiftly and steadily, continuously enhancing the well-being of the general public. The ultimate goal of development is to enable citizens to live better lives. In the new year, the new regulations on "continuous contracts" under the Employment Ordinance have come into effect, Hong Kong's Chinese medicine hospitals have begun services, and 8,000 units of "simple public housing" will start occupancy in the second quarter. The first statutory minimum wage set according to "annual inspections" will be implemented in May. The government will exert greater efforts to help citizens live and work in peace, strengthen support for the elderly, persons with disabilities, and vulnerable communities, and provide a broader platform for youth upward mobility.
