# Ministry of Commerce: The first batch of financial support funds amounting to 8.6 billion yuan has been allocated to the pilot cities for consumption "Three New" initiatives

On February 6th, the State Council Information Office held a regular press briefing at 3 PM, inviting Vice Minister of Commerce Yan Dong and relevant officials from the Ministry of Transport, the National Radio and Television Administration, and the General Administration of Sport to introduce the "Work Plan for Accelerating the Cultivation of New Growth Points in Service Consumption" and answer questions from reporters.

Vice Minister of Commerce Yan Dong stated at the State Council policy briefing that since September 2025, the Ministry of Commerce and the Ministry of Finance have launched pilot projects for new business formats, new models, and new scenarios in consumption (also known as the "Three New" pilot projects). The two departments have identified 50 pilot cities through competitive reviews, guiding them to refine and improve implementation plans, select and determine a list of projects to be supported, and allocated the first batch of financial support funds amounting to 8.6 billion yuan to the pilot cities.

This document was published last week and has attracted widespread attention from all sectors of society. Here, I would like to introduce the relevant situation. In recent years, the Central Committee of the Communist Party of China and the State Council have made important deployments for the development of service consumption multiple times. The Ministry of Commerce, in conjunction with relevant departments, has earnestly implemented these policies, issuing a series of support measures to promote the vigorous development of service consumption in our country. The retail sales of services have maintained stable and rapid growth, and new business formats, new models, and new scenarios continue to emerge, such as "ice and snow tourism," "village super," and "intangible cultural heritage experiences," providing more personalized and diversified consumption choices for everyone. How to adapt to the accelerated iteration and innovation of service consumption formats, models, and scenarios, guide the orderly and healthy development of related fields, and better meet the high-quality service consumption needs of the people is a new issue that we must address in the development of service consumption. The Ministry of Commerce, in conjunction with relevant departments, has selected several key areas for cultivating new growth points in service consumption based on in-depth research and listening to various opinions, focusing on aspects such as "new" business formats and models, "fast" growth rates, and "strong" driving effects. Targeted policy recommendations have been proposed according to the development characteristics and challenges faced by different industries, aiming to enhance the supply of high-quality services, improve the matching of service consumption supply and demand, and increase the sense of gain and happiness among the people The "Work Plan" proposes relevant support measures focusing on three aspects: stimulating the vitality of key areas of development, cultivating the driving force of potential areas of development, and strengthening support and guarantees. It targets key areas such as transportation services, housekeeping services, online audio-visual services, travel services, automotive aftermarket services, and inbound consumption, as well as potential areas like performance services, sports event services, and emotional experiential services. Specific innovative support measures are proposed for each area from aspects such as relaxing market access, clearing unreasonable restrictions, cultivating quality brands and business entities, and optimizing the consumption environment. For example, exploring the implementation of graded and classified management for automotive modifications; optimizing and improving safety management for large-scale mass events; developing specialized tourism routes and launching a batch of themed tourism trains for silver-haired tourism, etc. At the same time, in response to the common policy needs of various new growth areas, support measures such as optimizing standardized layouts, strengthening the public disclosure of corporate credit information, and innovatively developing specialized financial products and services are proposed.
