This is a significant milestone for the EU's goal of achieving carbon neutrality by the middle of this century. Due to concerns from several EU member states, including Italy, the final text approved by the European Parliament included a compromise, allowing for 5% of the emission reductions to be accounted for through carbon credits purchased from outside the EU. This target will await final approval from the EU member states. In the future, if necessary, the EU may open up an additional 5% quota for member states to purchase carbon credits from the international carbon market to meet their respective carbon targets. Furthermore, under pressure from Poland and Hungary, the final agreement postponed the implementation of the carbon trading system for road transport and building heating by one year to 2028, although some member states are still pushing for further delays.
