# Shanghai: Achieve large-scale access to smart terminals such as AI glasses by the end of 2028

According to the Shanghai Municipal Communications Administration, the "Artificial Intelligence Empowering Shanghai Information and Communication Network 'Smart Shanghai' Action Plan (2026-2028)" has been officially released. The main goal is to initially establish an intelligent system for Shanghai's information and communication network by the end of 2028, building a modern information and communication network that is "high-speed, ubiquitous, ultra-low latency, ultra-reliable, green and energy-saving, secure and stable, and automatically intelligent," and to be the first to reach the L4 advanced intelligent network level defined by the International Organization for Standardization
