The Federal Deposit Insurance Corporation and Office of the Comptroller of the Currency submitted proposals on Thursday to ‌the Office of ‌Management and Budget for review, according to the website of the Office of Information and ‌Regulatory Affairs, which is the part of OMB charged with reviewing rule proposals. The rule-writing effort has been closely watched by ‌the banking industry, which intensely opposed an effort under the Biden administration to adopt rules that would have significantly raised big bank capital requirements. The new rules would implement global standards on how banks should measure their risk and assign capital accordingly. The submissions, which refer to rules on "Regulatory Capital and Standardized ‌Approach for Risk-weighted Assets," do not include ‌any details on the plans, nor timing. There was no submission posted by the Federal Reserve, which also shares responsibility for writing Basel rules. Spokespeople for those three agencies did not respond to requests for comment or declined to comment. Fed Vice Chair for Supervision Michelle Bowman, who leads the central bank's regulatory work, has said previously the agencies are working to propose a new set of rules by ‌early 2026.
