# Five departments: Cultivate more than 5 tea industry clusters with annual operating income exceeding 10 billion yuan by 2028

On February 14, the Ministry of Industry and Information Technology and four other departments issued the "Guiding Opinions on the Quality Improvement and Upgrading of the Tea Industry (2026-2030)." It mentioned that by 2028, traditional advantageous tea-producing areas will develop steadily, the quality and efficiency of local characteristic tea industries will continue to optimize, the modernization level of the industrial chain will be significantly improved, the variety of products, consumption scenarios, and business models will continue to expand, cultivating more than 5 tea industry clusters with annual operating revenues exceeding 10 billion yuan, a number of leading enterprises in the entire tea industry chain with annual operating revenues exceeding 5 billion yuan, and a batch of internationally influential enterprise brands and regional brands. By 2030, the levels of digitalization, greening, and diversification will continue to improve, the scale of the entire industrial chain will reach 1.5 trillion yuan, the quality and efficiency of development will be significantly enhanced, the operating revenue of the refined tea processing industry above designated size will exceed 200 billion yuan, and a rich, beautiful, green, intelligent, and world-class tea industry system will be basically established.
