# Fu Ying responded at the Munich Security Conference to "Who can win the AI competition": AI innovation and development is not a sprint

On February 13, 2026, local time, former Vice Minister of Foreign Affairs of China Fu Ying led a delegation of Chinese scholars to attend the first day of the 62nd Munich Security Conference, where she was invited to participate in the main forum "Risks and Rewards of the AI Race." When discussing how to understand and who can win the AI race, Fu Ying stated that "winning" implies the existence of a finish line, but the innovative development of AI technology is not a sprint.
