# Fiscal Budget 2026 | Government continues to issue sustainable bonds, HKMA strives to formulate guidelines for banks' green transformation planning within the year

> The Financial Secretary Paul Chan announced in the "2026 Budget" that the government will continue to issue sustainable bonds to consolidate Hong Kong's position as an international green finance center. The plan includes building a favorable regulatory environment, strengthening cross-sector collaboration, and implementing the "Hong Kong Sustainable Disclosure Guidelines." The Hong Kong Monetary Authority will improve the sustainable finance classification catalog and strive to formulate guidelines for banks' green transformation plans within the year to support the development of green technology projects in the "Belt and Road" regions

The Financial Secretary, Paul Chan, read the "Budget 2026." To consolidate and enhance Hong Kong's position as an international green finance center, the government will continue to issue sustainable bonds, build a favorable regulatory environment, and strengthen cross-sector collaboration, including the implementation of the "Hong Kong Sustainable Disclosure Guidelines." The Accounting and Financial Reporting Council is consulting the public on the regulatory framework for related certifications.

The Hong Kong Monetary Authority is continuously improving the sustainable finance classification framework to more effectively respond to the financing needs of related projects, accelerate low-carbon transformation in the region, and strive to formulate guidelines for banks' green transformation planning within the year.

The government will support discussions with mainland and international multilateral financial institutions to explore the establishment of a green technology project accelerator in Hong Kong, supporting the incubation, acceleration, and development of green technology projects in the "Belt and Road" regions, providing innovative cases for Hong Kong's green finance services. Authorities will also study facilitating financial institutions' access to relevant data on utility usage with corporate consent to enhance the efficiency of green financing and risk assessment
