# Li Jiachao attended the opening meeting of the National People's Congress, completing Hong Kong's five-year plan within this year

Chief Executive John Lee posted on social media today (5th), stating that he was honored to attend the opening session of the Fourth Session of the 14th National People's Congress as the Chief Executive of the Hong Kong Special Administrative Region. Premier Li Qiang reviewed the work of 2025 in the government work report, elaborating on the achievements of economic and social development during the 14th Five-Year Plan period, the main goals and major tasks of the 15th Five-Year Plan period, and proposed requirements for this year's overall economic and social development and policy orientation, as well as key tasks of government work.

The government work report pointed out that the 14th Five-Year Plan has been successfully concluded with significant achievements; this year marks the beginning of the 15th Five-Year Plan, and the "15th Five-Year Plan Outline (Draft)" specifies 20 major indicators and elaborates on the major strategic tasks for the development of the 15th Five-Year Plan in various fields, highlighting four aspects: promoting high-quality development, strengthening the domestic circulation, advancing common prosperity for all people, and coordinating development and security.

The government work report emphasized that we must unswervingly implement the principles of "one country, two systems," "Hong Kong people governing Hong Kong," and a high degree of autonomy, enforce the principle of "patriots governing Hong Kong," enhance the effectiveness of governance in accordance with the law, and promote the economic and social development of Hong Kong; support Hong Kong in better integrating into and serving the overall national development, leveraging Hong Kong's unique advantages and important role as a bridge between the motherland and the world, and promoting long-term prosperity and stability in Hong Kong. The government work report also mentioned the need to promote deep integration of technological innovation and industrial innovation, build an international technological innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area, and create a world-class source of technological innovation; as well as support the Guangdong-Hong Kong-Macao Greater Bay Area in building a world-class city cluster.

John Lee expressed that he feels very encouraged and inspired. This year is the beginning of the 15th Five-Year Plan and an important year for further deepening reforms comprehensively, which has significant implications for the practice of "one country, two systems." The Hong Kong SAR government will earnestly fulfill its role as the primary responsible party, firmly implement the principles of "one country, two systems," "Hong Kong people governing Hong Kong," and a high degree of autonomy, unite all sectors of society to further deepen reforms comprehensively, better leverage the institutional advantages of "one country, two systems," and Hong Kong's unique international advantages, open up new avenues for development, and fully develop the economy and improve people's livelihoods, while exploring new growth points.

He stated that he will lead the SAR government to construct a systematic policy framework, proactively align with the national "15th Five-Year Plan," make more comprehensive, precise, and detailed strategic deployments for key development areas, and formulate the first "Hong Kong Five-Year Plan" that is macro, strategic, and forward-looking. Each policy bureau has established preparatory teams and commenced preparatory work as per his earlier instructions. The preparatory teams will transition to connect with the "15th Five-Year Plan" drafting team and work at full speed to complete the Hong Kong Five-Year Plan within this year, outlining the development vision, core objectives, key areas, and major measures for Hong Kong over the next five years, providing a clear roadmap and timetable for the socio-economic development of Hong Kong, and promoting Hong Kong to better integrate into and serve the overall national development.

John Lee mentioned that he will continue to consolidate and enhance Hong Kong's status as an international financial, shipping, and trade center, fully build an international innovation and technology center and a highland for gathering international high-end talent, while promoting more high-value-added industries to settle in the Northern Metropolis. While continuing to consolidate ties with traditional economies, we will actively explore emerging markets. The SAR government has established a special task force for mainland enterprises going overseas to connect the burgeoning productivity in the mainland, Hong Kong's internationally renowned professional services, and the urgent needs of global buyers, working hand in hand with quality enterprises to "go out" and "bring in" international capital, solidly promoting high-quality economic development We will also strengthen our efforts to safeguard and improve people's livelihoods and create a broader platform for the upward mobility of young people. We will continue to enhance our international competitiveness, deepen international exchanges and cooperation, strengthen the role of bridges connecting internal and external networks, achieve better development for Hong Kong, and make greater contributions to the construction of a strong nation and the great rejuvenation of the nation.

John Lee concluded his visit to Beijing today and returned to Hong Kong in the afternoon
