# Hong Kong regulators join forces to promote generative AI sandbox ++

The Hong Kong Monetary Authority (HKMA), the Securities and Futures Commission (SFC), the Insurance Authority (IA), and the Mandatory Provident Fund Schemes Authority (MPFA), together with Hong Kong Cyberport Management Company Limited, officially announced the launch of the Generative Artificial Intelligence (Gen AI) Sandbox ++ program. This expanded initiative by the regulatory bodies covers multiple financial sectors, including banking, securities and capital markets, asset and wealth management, insurance, mandatory provident funds, and stored value payment tools.

The program will continue to focus on three core areas: risk management, anti-fraud, and customer experience, while advancing the "AI against AI" strategy, utilizing AI technology to proactively monitor and manage potential risks arising from AI applications. Participating financial institutions will receive triple support: first, targeted regulatory guidance to ensure innovation complies with regulatory standards; second, professional technical support to help solve development challenges; and third, free access to the GPU computing resources of the Cyberport Artificial Intelligence Supercomputing Center. Through a risk-controlled testing environment, institutions can confidently develop, test, and optimize AI use cases, promoting the responsible adoption of AI technology within Hong Kong's financial ecosystem.

HKMA Chief Executive Richard Yu stated that the Gen AI Sandbox ++ program brings together the strengths of regulatory bodies, financial institutions, and the technology community, aiming to fully unleash the potential of artificial intelligence, enhance the development momentum, operational efficiency, and customer-centric service spirit of the financial services sector, and further strengthen Hong Kong's competitiveness as a leading international financial center.

SFC Chief Executive Ashley Alder urged licensed corporations to actively participate in the sandbox program, leveraging the infinite potential of artificial intelligence through testing and development to enhance operational efficiency, strengthen institutional resilience, and unleash growth momentum.

IA Chief Executive Annie Zhang pointed out that the Gen AI Sandbox ++ program is based on the principles of "responsibility, inclusiveness, and prudence," aiming to create a favorable environment for AI innovation and promote active innovation within the industry under a compliance framework
