# National Development and Reform Commission Social Department: Standardize and orderly promote the application of assisted reproductive technology and fully implement the maternity leave system

Liu Dechun, Director of the Social Development Department of the National Development and Reform Commission, stated at a press conference held by the State Council Information Office that the 14th Five-Year Plan Outline specifically dedicates two chapters to actively addressing population aging and building a family-friendly society. In terms of building a family-friendly society, first, strengthen reproductive security, expand the coverage of the maternity insurance system, reasonably enhance the level of medical expense protection for prenatal examinations, orderly promote the application of assisted reproductive technology, and fully implement the maternity leave system to provide better basic protection for families with children. Second, improve childcare services, support kindergartens in developing integrated childcare services, strengthen the supply of public childcare places, support social forces in providing diversified and inclusive childcare services, achieve full coverage of comprehensive childcare service centers at the municipal level, and promote a 6 percentage point increase in the enrollment rate of infants and toddlers under 3 years old, making inclusive childcare services more convenient and accessible. Third, reduce the burden of raising children, leverage the role of special additional deductions for individual income tax and other policies, explore the establishment of a dynamic adjustment mechanism for childcare subsidies, improve family development policies, and increase support for families with multiple children in areas such as education and housing, effectively reducing the costs of childbirth, upbringing, and education for families
