# The Era of New Productive Forces: Strengthening the Foundation of Artificial Intelligence to Seize the High Ground in Future Industrial Competition

**Communication World Network News** (CWW) Currently, global technological innovation has entered a period of intensive activity, and our country has also entered a new stage where technological innovation leads comprehensive innovation. The "14th Five-Year Plan" proposal emphasizes that developing new quality productivity in a localized manner must be placed in a more prominent strategic position. Future industries, as a strategic battleground for major power competition, are the core track for the forward-looking layout of new quality productivity and seizing the high ground of global competition. We must clearly recognize that the competition in future industries is essentially a competition in artificial intelligence; and the key to the competition in artificial intelligence lies in whether we can systematically organize AI innovation resources and construct development paths and ecosystems based on AI native models. Among them, the new infrastructure of artificial intelligence represented by the Internet of Intelligent Agents will become an important digital foundation supporting the enhancement of future industrial competitiveness.

**I. The competition in future industries has entered the era of AI-driven paradigm transformation**

Artificial intelligence is the hallmark technology of a new round of technological revolution and is the core engine driving productivity from "quantity increase" to "quality leap." It uses data, computing power, and algorithms as new production factors, promoting systematic changes in production methods, industrial forms, and value creation models. Consequently, the competition in future industries is experiencing a leap from "technological iteration" to "paradigm transformation."

On one hand, AI is fundamentally changing the paradigm of scientific research. Traditional research models rely on a linear process of "hypothesis-experiment-verification," while AI for Science (AI4S) is breaking this paradigm. From AlphaFold solving the protein structure prediction problem to AI significantly accelerating the development of new materials and drug discovery processes, AI is not just a tool but an accelerator and amplifier of scientific knowledge production. Layout of innovation in the AI4S field will become key to seizing the high ground of technological innovation in future industries.

On the other hand, AI is reconstructing the technological and economic characteristics and competitive logic of future industries. Artificial intelligence will greatly enrich material products and is driving a shift in business logic from "traffic monetization" to "value payment," with new intelligent native business models gradually taking shape. This means that the competition in future industries is no longer just a contest of scale or technology, but a struggle for inclusiveness in development paradigms, global governance discourse power, and rule-making authority. To gain an advantage, our country needs to inject the concept of a community with a shared future for mankind into the development of future industries and deeply participate in the governance of the AI cyberspace **II. The United States Accelerates the Construction of an AI-Driven Future Industrial Ecosystem**

In the face of the strategic value of future industries, the United States is mobilizing national efforts to accelerate the construction of an AI-native model for the future industrial ecosystem, with computing networks, data networks, and agent networks as its backbone.

At the level of computing networks, the United States is building a full-stack AI infrastructure through initiatives such as the CHIPS and Science Act, while restricting the export of high-end AI chips, aiming to occupy a key position in the development of future industries.

At the level of data networks, the United States leverages its global internet platforms to form data advantages, constructing a high-quality dataset system, and attempts to dominate the formulation of global data governance rules by redefining the rules of "intellectual property from an AI perspective."

At the level of agent networks, the United States has taken the lead in forming a prototype system. The networking and collaboration of agents are expected to become an important direction for the evolution of AI infrastructure, becoming the core unit for organizing economic activities. The U.S. government collaborates with tech giants to deeply layout the development of agents from military applications to commercial platforms.

**III. Systemic Challenges and Collaborative Needs in the Development of Future Industries in China**

China places great importance on the development of future industries. In the first year of the 14th Five-Year Plan, the Central Political Bureau conducted its first collective study focusing on future industrial development, positioning artificial intelligence as a national strategic technological force. Various levels of government and departments have introduced a series of supportive policies, and corporate investment continues to increase. However, there are still deep-seated challenges in systematically organizing AI resources and constructing AI-native models, necessitating deeper collaboration between artificial intelligence and future industries.

Firstly, the construction of the "three networks" of computing, data, and agents lacks coordination, failing to form a systemic synergy. The computing network faces issues of high-end computing being constrained and uneven utilization of intelligent computing centers; the data network is challenged by severe data silos, lagging construction of high-quality datasets, and an imperfect property rights system; the agent network struggles with incompatible platform protocol interfaces among enterprises, lacking unified identity authentication and collaboration mechanisms, making it difficult to form network effects. Each operates independently, failing to create a virtuous cycle where "computing supports data, data drives agents, and agents feed back into computing."

Secondly, the potential of AI4S has not been fully released, and the transformation of research paradigms is lagging. AI applications in China are largely concentrated in consumer internet and traditional industry digitization, with insufficient systematic application in foundational research fields that drive source innovation. The lack of mechanisms for sharing research data and interdisciplinary collaboration platforms may widen the gap with international advanced levels in AI-driven source innovation.

Thirdly, development concepts and models need to be deepened. Some development ideas still have not completely broken away from traditional "traffic thinking" or simple "technology + scenario" combination models, lacking sufficient understanding of the essence of "AI reconstructing production relations" in future industries and the ecological value of the agent internet. There is insufficient strategic synergy in the layout of underlying architecture, and the market-oriented mechanisms for ecological co-construction have yet to be perfected.

To address these challenges, it is essential to recognize that artificial intelligence and future industries constitute the key "dual drivers" for cultivating new quality productive forces. Artificial intelligence is the core technological foundation leading industrial transformation, while future industries are the core carriers for technology implementation and value conversion. The two need to work together and empower each other: on one hand, the new infrastructure of artificial intelligence represented by the agent internet is the "water, electricity, and coal" for the intelligent and networked realization of future industries; On the other hand, the cutting-edge scenarios of future industries provide real traction and value anchors for the technological iteration and industrial evolution of artificial intelligence.

**IV. Strategic Pathways to Build New Competitive Advantages in Future Industries**

In the face of strategic pressures and historical opportunities, we must be guided by an overall national security perspective, adhering to both technological foundation and industrial breakthroughs, systematically constructing new competitive advantages in future industries.

Implement the "AI for Future Industries" national strategy to promote dual transformations in research and industry paradigms.

It is recommended to introduce national-level special plans for systematic advancement. First, establish an AI4S national innovation system, set up major special projects, build a research data sharing platform, promote the deep application of AI in fields such as material science and life sciences, and reform related talent training and evaluation systems. Second, create AI-native demonstration zones for future industries. Focus on six major directions: future manufacturing, future information, future materials, future energy, future space, and future health, as well as cutting-edge fields such as bio-manufacturing, quantum technology, and embodied intelligence, to build experimental zones from "AI+" to "AI native," achieving full-chain intelligence in research and development, production, and operations. Third, deepen global layout, relying on initiatives such as the "Belt and Road," to establish future industry cooperation bases in key regions, share Chinese technology and development experience, and build a mutually beneficial international ecosystem.

Proactively layout and build a national intelligent internet of bodies, solidifying a new digital foundation.

The intelligent internet of bodies is a networked form that enhances the autonomous capabilities of artificial intelligence and is a key innovative path for realizing the value of the AI industry and cultivating new productive forces. It should emphasize the coordinated development and security, as well as the balance between technological innovation and standard norms, and steadily promote pilot demonstrations and application explorations. Under the guidance of the Ministry of Industry and Information Technology, the China Academy of Information and Communications Technology is exploring the construction of an "intelligent internet of bodies demonstration network" to accelerate the establishment of new AI infrastructure. First, accelerate the formulation of national standards to unify standards for intelligent body communication protocols, identity authentication, and secure interactions, breaking down barriers to achieve trustworthy cross-platform collaboration. Second, build national intelligent internet of bodies infrastructure, layout public service platforms for intelligent body registration, authentication, and scheduling, and create a standardized and reliable intelligent body collaboration system. Third, strengthen the construction of data networks like "Spark Chain Network" to provide trustworthy data circulation capabilities for cross-platform collaboration of intelligent bodies, solving core issues of data element sharing and value transfer.

Deepen international cooperation and lead the construction of a fair and reasonable global governance system.

The competition in future industries should not be a zero-sum game. Our country should actively advocate and promote global governance of the intelligent internet of bodies within multilateral frameworks such as the United Nations, ensuring it serves the global public interest. Through technological cooperation and capacity building, help developing countries bridge the "intelligent divide," and integrate the concept of a community with a shared future for mankind into the formulation of international AI governance rules, contributing Chinese wisdom to global common development
