# The 15th Five-Year Plan Outline Released | Clarifies the Development of General and Specialized Quantum Computers

C114 News March 18 - On March 13, the "14th Five-Year Plan for National Economic and Social Development of the People's Republic of China" was released. The "Plan" consists of eighteen parts and sixty-two chapters, mainly clarifying the national strategic intentions, defining the government's work priorities, and guiding the behavior of social entities. It is a grand blueprint for comprehensively building a modern socialist country during the "14th Five-Year" period and serves as a common action program for all ethnic groups in the country.

Chapter Five, "Cultivating and Expanding Emerging Industries and Future Industries," proposes:

Developing and expanding emerging industries. Accelerate the development of strategic emerging industries such as new generation information technology, new energy, new materials, intelligent connected new energy vehicles, robotics, biomedicine, high-end equipment, and aerospace. Build characteristic and complementary strategic emerging industry clusters tailored to local conditions, focusing on creating a number of emerging pillar industries with great growth potential, high technological content, and wide penetration. Expand the development space of the marine economy and promote the healthy and orderly development of the low-altitude economy. Implement large-scale application demonstration actions for new technologies, new products, and new scenarios, increase efforts in scenario cultivation and openness, and accelerate the large-scale development of emerging industries. Encourage the development of strategic products and services, promote the large-scale and series development of domestically produced large aircraft, strengthen the innovative application of the BeiDou system, solidly advance key technological innovations such as intelligent driving, new solar cells, and new energy storage, and support the clinical use of innovative drugs.

Proactively layout future industries. Target key areas that lead future development, construct a full-chain cultivation system for future industries, and promote quantum technology, biomanufacturing, hydrogen energy and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communication to become new economic growth points. Strengthen the identification and dynamic adjustment of future industries, and reinforce the layout of foundational, frontier, and disruptive technologies. Establish a growth and risk-sharing mechanism for future industry investments, organize and implement demonstration projects for future industry development, and explore diverse technological routes, typical application scenarios, feasible business models, and market regulation rules. Layout a number of national future industry research institutes and concept verification centers, and build a number of future industry pilot areas in regions with prominent scientific and educational resource advantages and strong industrial foundations.

Chapter Eight, "Strengthening Original Innovation and Key Core Technology Breakthroughs," proposes:

Fighting the key core technology battle. Focus on strategic areas of contention and weak links in the industrial chain and supply chain, adopt unconventional measures, and promote decisive breakthroughs in key areas such as integrated circuits, industrial mother machines, high-end instruments, basic software, advanced materials, and biomanufacturing across the entire chain. Improve the demand-oriented mechanism for refining breakthrough tasks and conduct technical economic security assessments. Strengthen cross-field and cross-disciplinary collaboration, improve the special allocation mechanism for major task talents, enhance systems such as "ranking and leading" and "horse racing," and explore funding support methods such as rewards instead of subsidies and post-subsidies. Strengthen the promotion of use to drive breakthroughs, integrate technology research and development, achievement transformation, standard formulation, and industry cultivation, and accelerate the application of breakthrough results and product iteration and upgrading.

Strengthening the technological layout in strategic frontier fields. Aim at the world's technological frontier to strengthen systematic layout, implement technological strategic deployments in artificial intelligence, quantum technology, biotechnology, and new energy, accelerate breakthroughs in basic theories and underlying technologies, and promote transformation and application. Organize high-level frontier technology forecasting and foresight, establish a national list of key and emerging technologies, and continuously promote the research and development of frontier technologies Strengthen the original innovation orientation of scientific research and technology development, optimize the environment conducive to original disruptive innovation, innovate the selection and funding mechanism for non-consensus projects, and expand the scale and proportion of major national scientific and technological tasks and original disruptive projects of the National Natural Science Foundation. Highlight national strategic needs, solidly promote major national science and technology projects, and proactively deploy major national science and technology projects aimed at 2035.

In the quantum technology section, the "Outline" clearly states:

Build an integrated quantum communication network for space and ground, develop fault-tolerant universal quantum computers and scalable dedicated quantum computers, and break through key technologies for quantum precision measurement.
