Tan Ruishong, former party secretary and chairman of the Aviation Industry Corporation of China, was sentenced to death with a two-year reprieve today for corruption, bribery, insider trading, and leaking insider information. According to the court's announcement, Tan Ruishong was involved in corruption exceeding 700 million yuan (approximately 3.24 billion New Taiwan dollars), with corrupt activities lasting for 20 years. The death penalty with a reprieve, abbreviated as "death reprieve," is a unique execution system in China. Unlike general probation, during the reprieve period, the convict must still be detained. If the convict does not commit intentional crimes during this period, the sentence may be reduced to life imprisonment; if there are significant meritorious performances, it may be further reduced to a fixed-term imprisonment; if intentional crimes are committed, verified by the Supreme People's Court, the death penalty will be executed. According to the Dalian Intermediate People's Court in Liaoning Province, on the 25th, the court publicly announced the first-instance verdict on Tan Ruishong's case of corruption, bribery, insider trading, and leaking insider information, deciding to execute the death penalty with a two-year reprieve, depriving him of political rights for life, and confiscating all personal property. The investigation revealed that from July 2003 to 2010, Tan Ruishong, taking advantage of his positions as deputy general manager of the Aviation Industry Corporation of China Second Group and deputy general manager of the Aviation Industry Corporation of China, illegally occupied public property totaling 89.93 million yuan. Additionally, from 1998 to 2024, Tan Ruishong, leveraging his roles as deputy general manager and general manager of Harbin Dong'an Engine (Group) Co., Ltd., chairman of Harbin Aviation Industry (Group) Co., Ltd., deputy general manager of the Aviation Industry Corporation of China Second Group, and other positions, provided assistance to others in corporate mergers and project contracting, illegally accepting property totaling over 613 million yuan. This also indicates that Tan Ruishong was involved in corruption amounting to 700.93 million yuan, with corrupt activities lasting for 20 years. The court also pointed out that from March 2012 to March 2023, as a person privy to relevant insider information, Tan Ruishong engaged in securities trading related to insider information multiple times during sensitive periods and repeatedly leaked insider information, explicitly or implicitly suggesting others to engage in securities trading related to insider information. The Dalian Intermediate People's Court deemed that Tan Ruishong's corruption amount was particularly enormous; the bribery amount was particularly huge, causing significant losses to the state and people's interests; insider trading and leaking insider information were particularly severe, all of which should be punished according to law, and multiple crimes should be punished cumulatively.
