The energy crisis triggered by the Middle East conflict is forcing many Asian countries to re-evaluate their oil supply sources, with Russian crude filling the gap.
On April 1, according to the Financial Times, after the United States issued a 30-day waiver on Russian oil sanctions last month, Asian countries such as the Philippines, South Korea, Vietnam, Sri Lanka, Thailand, and Indonesia have successively resumed or expanded their procurement of Russian oil.
According to a Wall Street News article, the U.S. Department of the Treasury's Office of Foreign Assets Control previously issued a general license document announcing a temporary easing of sanctions on Russian oil to cope with the impact of shipping disruptions in the Strait of Hormuz on the energy market.
As Iran's closure of the Strait of Hormuz disrupts oil transportation, Asian governments are under immense pressure. Many countries have declared energy emergencies, implemented energy-saving measures such as a four-day work week and encouraging working from home, and expanded fuel subsidies. Philippine President Marcos stated last week that &#34;no option is off the table, and we are considering all possible measures.&#34;
Due to the impact of the Iran war and the disruption of shipping through the Strait of Hormuz, Brent crude, the international oil price benchmark, surged by 63% in March alone, marking the largest monthly increase in decades.

Following Iran's closure of the Strait of Hormuz, oil and gas transportation channels have been blocked. Asian countries are not only facing crude oil shortages but also disruptions in liquefied natural gas imports. To bridge the gap in electricity and industrial gas supply, many nations have significantly increased their coal consumption.
The report points out that the 30-day sanctions waiver issued by the United States last month provided a compliance window for Asian countries to procure Russian oil, prompting swift action from these nations.
June Goh, Senior Oil Market Analyst at Singapore-based commodity analytics firm Sparta Commodities, stated:

<h2>Philippines and India Actively Procuring Russian Oil</h2>
The report highlights that the Philippines is one of the most proactive countries in this shift to Russian oil. According to data provider Kpler, two tankers carrying Russian oil arrived in the Philippines last week, marking the first such arrivals since November 2021.
Petron Corp, the sole refiner operator in the Philippines, announced it has purchased 2.5 million barrels of Russian crude. Petron supplies approximately 30% of the nation's fuel, and its crude oil sources previously relied almost entirely on the Middle East.
The company emphasized that this purchase is &#34;not part of a regular procurement strategy&#34; but rather an &#34;extraordinary emergency measure taken out of extreme urgency after exhausting all commercially and operationally feasible alternative options.&#34;
The Philippines has officially declared an energy emergency. President Marcos explicitly stated last week that the country will actively seek alternative supply sources unaffected by the Middle East conflict.
Meanwhile, India's actions in this procurement wave have also been particularly notable. According to Kpler data, Indian refiners purchased 1 million barrels per day of Russian crude in February, which doubled to 1.9 million barrels per day by the end of March.
To secure supplies, India has even been willing to pay a premium of nearly 5% above market prices, leading to some Russian crude originally destined for other markets being rerouted to India.
Reliance, India's largest private refiner and controlled by Asia's richest man, Mukesh Ambani, has also resumed its imports of Russian crude after the US eased sanctions.
<h2>South Korea, Vietnam, Thailand, and Others Follow Suit, Negotiating or Procuring Simultaneously</h2>
According to reports, South Korea has not yet purchased Russian crude oil but has bought 27,000 tons of Russian naphtha, a crude oil derivative used in the production of plastics. South Korea is implementing large-scale energy-saving initiatives, and energy supply pressure continues to rise.
Vietnamese refiner Binh Son Refining and Petrochemical is in negotiations with its Russian partners.
Sri Lanka's state-owned Ceylon Petroleum Corp told Bloomberg this week that it is also in discussions with Russian oil companies.
Officials from Thailand and Indonesia have publicly stated their willingness to consider purchasing Russian oil.
Analysis suggests that with the ongoing tensions in the Middle East and the limited window of the US sanctions waiver, whether Asian countries can secure sufficient supplies within the 30-day period will be a key variable influencing regional energy stability.
