Unlike the limitations of traditional one-person business entities, AI-native OPC is centered on the core structure of "human wisdom and creativity + silicon-based computing power support + intelligent algorithm-driven," breaking the traditional shackles of scale, location, and personnel, achieving a full-chain closed loop of research and development innovation, market operation, and value creation with a minimalist organization. With its characteristics of flexibility, agility, efficient innovation, and precise adaptation, it has become an active "nerve ending" in the new ecology of the intelligent economy. This group of "super individuals" rising from AI technology are pioneers of industrial innovation, practitioners of business model upgrades, and the smallest practical units for the implementation of the new form of the intelligent economy. However, the inertia of traditional industry support policies and rigid models are incompatible with the light asset, important factors, and rapid iteration development characteristics of OPC, leading to high computing power costs, a lack of core resources, and insufficient policy adaptation, which become invisible shackles restricting the growth of these emerging entities and hinder the full release of the underlying innovative vitality of the intelligent economy. Therefore, based on the overall development of the intelligent economy and closely aligning with the strategic deployment of "building a new form of the intelligent economy," I respectfully propose three suggestions to activate micro vitality through policy innovation and to solidify the industrial foundation through precise empowerment. 1. Iterate local industrial policy support paradigms, using tokens to break the deadlock and empower, activating the innovative potential of OPC For a long time, local support for small and medium-sized market entities has been limited to traditional methods such as cash disbursements, tax reductions, and rent subsidies. The mismatch between policy supply and the demands of emerging entities appears inclusive but is actually inefficient, making it difficult to adapt to the underlying logic of factor circulation in the era of the intelligent economy. The core development demand of OPC is not merely financial support, but the precise supply of intelligent production factors such as computing power, algorithms, data, and scenarios. It is recommended that local governments take the lead in reform, break through traditional policy frameworks, and issue targeted tokens valued at 1 million yuan to eligible AI-native OPCs, transforming fiscal support funds into exclusive intelligent factor support carriers. The tokens should be specifically used for computing power procurement, large model invocation, core data acquisition, technological research and development, and application scenario docking, achieving traceability throughout the process, targeted usability, and efficient realization. Currently, the issues of insufficient coordination and poor collaboration in the development of the intelligent economy remain prominent, making it difficult to form a collaborative effort for comprehensive promotion and efficient linkage, which restricts policy implementation and hinders entity cultivation.
