# China's Special Envoy for Climate Change: The Energy Crisis Accelerates Energy Transition, and China's Experience Can Assist the Global South

Xinhua News Agency, Vienna, April 12 (Reporters Meng Fanyu and Yao Yulin) The Vienna International Energy and Climate Forum opened on the 9th. During the forum, China's Special Envoy for Climate Change Liu Zhenmin stated that the current global energy crisis once again highlights the significant risks of over-reliance on traditional fossil fuel imports. Countries need to reassess their energy security strategies and accelerate energy transition. China's successful experience shows that vigorously developing renewable energy is an effective path to enhance national energy security and resilience.

The forum is co-hosted by the United Nations Industrial Development Organization, the Austrian Ministry of Foreign Affairs, and others, with the theme "Empowering Prosperity, Security, and Stability." Liu Zhenmin noted that in the short term, the energy crisis may lead to economic growth slowdowns in multiple countries. However, in the long term, this event serves as a reminder to all countries not to overly depend on a single source and type of imported energy.

The Paris Agreement sets the goal of striving to limit global warming to no more than 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 degrees Celsius. Liu Zhenmin stated that to achieve this goal, countries should accelerate energy transition to reduce carbon emissions, and this process is not only a transformation of the energy structure but also a profound change in the economic structure. For developing countries, the transition is more challenging than for developed countries, as developed nations have already completed industrialization. Therefore, if the world is to achieve carbon neutrality by the middle of this century, developed countries should take the lead in achieving carbon neutrality around 2040, thereby creating development space for developing countries.

Liu Zhenmin emphasized that the next five years will be a critical phase for global energy transition. Countries must accelerate the pace of transition to curb the trend of global warming while also striving to maintain stability in international markets. As a developing country, China is willing to strengthen cooperation with international institutions and developed countries to explore new models of bilateral, trilateral, and multilateral cooperation, assisting countries in the Global South in advancing energy transition and achieving sustainable development goals.
