# Shanghai: Strengthen Scenario Openness, On-Demand Services, and Policy Matching to Cultivate 50 Benchmark Enterprises in the Digital Economy

Shanghai has issued the "Implementation Plan for the National Digital Economy Innovation Development Pilot Zone (Shanghai)". The plan proposes innovating the service mechanism for cultivating digital commerce enterprises. By utilizing agents to proactively discover, precisely analyze, and intelligently evaluate digital commerce enterprises, it aims to strengthen scenario openness, on-demand services, and policy matching, thereby cultivating 50 benchmark enterprises in the digital economy.

It will continue to conduct selections and promotions of outstanding digital commerce enterprise products, implement the initiative for the "first release, first trial, first purchase, and first use" of data products and services, and cultivate various data circulation service institutions. Through the matchmaking mechanisms of exhibitions and fairs and the normalized service mechanism of the digital public service center, it will deepen resource matchmaking, supply-demand matchmaking, and production-investment matchmaking.
