The core of the plan is said to require that at least 80% of technologies such as AI chips rely on domestic suppliers, including Huawei, implying that reliance on NVIDIA Corporation (NVDA.US) and Advanced Micro Devices, Inc. (AMD.US) will be phased out.

The initiative is purportedly also a central pillar of China’s “Six Networks” national top-level infrastructure investment strategy proposed during the 15th Five-Year Plan period.

However, planning for the data centers remains at an early discussion stage and details may change. Funding will mainly come from sovereign debt and state funds investing in strategic industries, alongside bank loans and private capital.

The overall objective of the project is to connect currently fragmented public and private data facilities into a unified network by 2028, which would help promote AI applications in public sectors such as healthcare, transportation and urban management.

In addition to AI facilities including data centers and high-speed communications infrastructure, China also plans to integrate the power grid into the project, potentially bringing total investment to at least RMB5 trillion.
