Wall Street Insight has learned that on the first day of AliExpress’s 2026 overseas “618” shopping festival, orders shipped from local European warehouses accounted for over 50% of total orders in core markets such as Spain, France, and Poland, surpassing those shipped via direct cross-border delivery for the first time. Data obtained by Wall Street Insight from Cainiao also shows that outbound shipments from Cainiao’s European overseas warehouses surged by 32% year-on-year in the first three months of this year. Taking Cainiao’s French warehouse, which serves a leading platform, as an example, its overall storage capacity utilization rate in the first quarter was close to saturation. An e-commerce industry insider told Wall Street Insight that as the EU tightens tax policies on low-value parcels, the small-parcel model relying on direct cross-border shipping faces rising customs clearance costs and compliance pressures. Moving fulfillment operations forward to local European sites has become a new option. The “Four Little Dragons” of Chinese companies going global, including AliExpress, SHEIN, and Temu, are all accelerating their local warehousing layouts in Europe. The duty-free policy for small parcels was once a booster for the rapid expansion of cross-border e-commerce. However, since 2024, countries including the United States, the EU, the UK, Japan, Vietnam, and Brazil have either abolished or proposed abolishing the duty-free policy for small parcels. Since the US abolished the “de minimis” duty-free policy for Chinese goods in April 2025, overseas warehouses have seen a wave of demand growth in response to external uncertainties. Wall Street Insight learned from Cainiao that the annual volume of orders processed by Cainiao’s global overseas warehouses increased by 32% year-on-year in 2025. Bruce, Country Manager for Singapore and Malaysia at Cainiao Global Supply Chain, told Wall Street Insight that brand clients’ needs are shifting fiercely from direct cross-border mailing to overseas warehouses. So-called overseas warehouses refer to warehousing facilities where multinational enterprises transport goods in bulk to target market countries in cross-border trade, establish or rent warehouses locally to store goods, and perform operations such as sorting and shipping directly from the warehouse based on local sales orders. A cross-border logistics professional told Wall Street Insight that establishing overseas warehouses in target markets can significantly improve logistics efficiency, enabling same-day or next-day shipment after consumers place orders; whereas direct cross-border mailing takes at least several days or even longer. For larger brands, the overseas warehouse model offers a better customer experience, with efficient and stable fulfillment that supports sales growth. After AliExpress pioneered the launch of its semi-managed service, which includes logistics and warehousing services, in 2024, it quickly intensified its “overseas managed” model. Under this model, merchants only need to connect their overseas warehouse inventory, while the platform handles marketing promotion, user operations, and local fulfillment. This is also regarded as an important service model for localized operational management.
