According to a safety recall report released by the National Highway Traffic Safety Administration, the recall potentially covers 3,871 vehicles. The report said the autonomous vehicle system may, under certain circumstances, "enter and drive at speed in freeway construction zones" because it may wrongly prioritize avoiding other freeway hazards or fail to recognize the construction zone. The issue involved vehicles driving past ramp-closure signs into pre-planned freeway construction zones. Waymo's field safety committee imposed freeway-driving restrictions on the cars after one event on April 11 and five more on April 19 in Phoenix, Arizona. On May 18, seven Waymo vehicles entered active construction lanes in the San Francisco Bay Area by driving between traffic cones. Waymo's safety board decided on June 8 to conduct the recall.
