In a previously undisclosed letter dated April 30, the Swedish Transport Agency (TRV) stated that the use of Tesla's "FSD (Beta)" feature should not be approved for use on EU roads unless it removes its ability to ignore speed limits. The letter has been sent to the EU Motor Vehicle Technical Committee (TCMV). The committee will meet again on June 30 to discuss the matter, after which a vote will be held on whether the technology should be promoted across the EU. Tesla has already received approval for its FSD system in some European countries, allowing vehicles to drive autonomously on city streets and highways under human supervision. Gaining approval across the EU would help Tesla's sales in the region. Tesla's user manual states that drivers should not fully rely on the system to determine speed limits and must "drive at a safe speed according to traffic and road conditions." However, FSD allows users to set a "speed offset," enabling the vehicle to exceed the speed limit within the range set by the driver. The Swedish Transport Agency (TRV) stated in the letter, "Allowing automated driving systems to systematically exceed legal speed limits... could undermine the legal framework and the expected safety benefits of vehicle automation." The agency urged Tesla to remove this feature, stating, "If it cannot be removed, the Swedish Transport Agency recommends that the EU Motor Vehicle Technical Committee (TCMV) vote against the introduction of FSD." A spokesperson for TRV indicated that its position has not changed since the letter was sent in April and is in line with ST.
