# Trump officially announces Apple's collaboration with Intel on chip manufacturing. What considerations are behind this?

Apple is seeking to diversify its supply chain and reduce its dependence on TSMC.

On the 18th local time, U.S. President Trump announced on social media that Intel will collaborate with Apple to design chips in the U.S. However, the two companies have not publicly commented on this matter.

Dan Ives, Managing Director and Senior Analyst at U.S. investment bank Wedbush Securities, stated in an analysis report sent to Yicai that this deal represents "a huge opportunity" for Intel and is "timely" for Apple.

"As Apple enters a three to four-year device upgrade cycle driven by AI, manufacturing (chips) in the U.S. represents a significant opportunity for Intel," he wrote. "With AI chip developers continuously driving up demand for advanced chips, Apple is seeking to diversify its supply chain landscape and reduce its reliance on its main overseas supplier, TSMC."

As a result of this news, U.S. stocks saw chip stocks lead the gains on Thursday (18th), with Intel soaring 10.64%, and other semiconductor stocks also rising, with Micron Technology up 8.70% and the iShares Semiconductor ETF (SOXX) increasing by 6.62%.

Why are Apple and Intel partnering again?

Apple and Intel have a deep-rooted history.

Paul Otellini, the fifth CEO of Intel, once rejected a request to supply processors for the first-generation iPhone due to a low bid, missing the opportunity to "deeply bind" with Apple and the mobile internet wave, leading Apple to turn to ARM architecture and partner with TSMC.

In 2021, after taking over Intel, which had faced delays in advanced process development and market share erosion from competitors like AMD, then-CEO Pat Gelsinger launched the IDM 2.0 strategy, proposing five technology nodes within four years to revitalize the foundry business. However, due to a lack of performance proof, it has been difficult to gain the trust of external customers like Apple.

From 2006 to 2020, Apple primarily used Intel x86 architecture processors for its Macs, but later released its self-developed Apple Silicon (M series ARM architecture chips) and transitioned all sold Mac products to self-developed chips by 2023.

Analysts believe that the renewed partnership between the two is closely related to the rising demand for chips driven by the AI boom. Since 2016, TSMC has been the exclusive foundry for Apple's A series and M series chips, and Apple has been TSMC's largest customer. However, in TSMC's fiscal report for 2025 released earlier this year, although customer names were not disclosed, external observers judged that Nvidia has replaced Apple as its largest customer based on revenue share data In the aforementioned report, Aifs wrote: "We are now seeing a significant redistribution of semiconductor manufacturing capacity—shifting from consumer electronics to AI infrastructure. With the arrival of a new multi-year hardware cycle driven by AI, Apple is currently working to secure domestic chip capacity in advance."

Ben Bajarin, chief analyst at technology research firm Creative Strategies, believes that Nvidia becoming TSMC's largest customer has prompted Apple to reconsider Intel, and Intel's latest processes have also narrowed the gap with TSMC.

Currently, due to the large-scale construction of AI data centers and higher-than-expected demand for Macs suitable for running AI models locally, Apple is facing supply chain pressures. Apple CEO Tim Cook stated on the 17th local time that the company plans to raise product prices to offset the pressure from rising memory and storage chip costs due to increased demand from AI companies.

Aifs wrote: "Although Apple has diversified its supply chain to include other global regions such as Vietnam, India, and the United States, this still indicates that Apple is taking strategic measures to continue advancing supply chain diversification to alleviate the pressures faced throughout its entire production and manufacturing process."

U.S. Government Boost

To promote the return of chip manufacturing, the Trump administration has implemented several policies, including imposing a 25% import tariff on certain advanced computing chips and derivative products imported for national security reasons starting in January this year, along with a broad exemption list to ensure the needs of domestic data center construction. Additionally, it has "invested" in domestic tech giant Intel and facilitated several large orders.

"I decided to help Intel because we need to design and manufacture our chips in our homeland," Trump wrote in a post. He also detailed the U.S. government's efforts to bring the semiconductor manufacturing chain back to the U.S., including helping to bring in Nvidia, which agreed to have its flagship (Tier 1) chips manufactured by Intel in the U.S., and Musk agreeing to build the world's largest wafer factory, TeraFab, co-designed by Intel's technical team, as well as "Apple also agreeing to collaborate with Intel to design and manufacture its chips in the U.S."

At the end of August last year, the Trump administration acquired about 10% of American chip manufacturer Intel, becoming Intel's largest shareholder. Trump also stated in the post that Intel's valuation has risen from about $100 billion in August to about $600 billion now.

However, analysts expect that the collaboration between the two may not materialize until 2028 at the earliest.

Bajarin believes that Apple is unlikely to start collaborating with Intel on chip manufacturing before 2028. Tech companies spend years developing chips and evaluating manufacturers before they begin using chips to manufacture semiconductors. This is a complex process that takes about 24 months. Apple is expected to collaborate with Intel to produce a small number of chips, relying on Intel's factories to first manufacture semiconductors for its Mac computers, and then expand to iPhone chips Analysts also believe that collaboration with Apple plays a positive role in Intel's business expansion. "Every manufacturer is operating at full capacity, and this situation will not change," Bajarin said. "But this is a huge endorsement from Apple for Intel, which is enough for them to tell their clients, 'If they are going to do it, then I should consider it too.'"
