Neal Dingmann has given his Buy rating due to a combination of factors tied to NioCorp’s progress on the Elk Creek Critical Minerals Project and its financing pathway. He views the upcoming completion of the updated feasibility study and the anticipated EXIM Bank funding as key milestones that could unlock full-scale construction and materially de-risk the project’s execution.

He also highlights the project’s authorized preconstruction spending, advancing mine portal work, and the company’s active efforts to secure additional offtake agreements as important indicators of momentum. In his view, Elk Creek’s planned production of ferroniobium, scandium, and titanium—backed by growing U.S. government support and its role in critical supply chains—supports a fair value estimate of $12 per share, implying substantial upside from current levels. 

In another report released on July 15, H.C. Wainwright also reiterated a Buy rating on the stock with a $10.00 price target.
