# CKH HOLDINGS  Initiates International Arbitration Over Panama Port Investment, Seeking More Than USD1.5 Billion in Compensation

CKH HOLDINGS (00001.HK) 0.000 (0.000%) Short selling $136.29M; Ratio 34.284% announced that it has formally initiated international arbitration against the Republic of Panama over alleged breaches of investment protection treaties, state actions targeting port concessions and damage to the group's investments, seeking compensation of more than USD1.5 billion, equivalent to approximately HKD11.7 billion. The group issued a treaty dispute notice to Panama on 4 February 2026, but efforts to reach a resolution were unsuccessful.

CKH HOLDINGS stated that Panama has launched state-level suppression actions against the group's investments since early 2025, including initiating new investigations without due process, overturning long-standing legal positions protecting port concessions, using government measures to challenge existing contract law and the constitutionality of the concessions, and planning to replace CKH HOLDINGS subsidiary Panama Ports Company. In February this year, Panama forcibly took over the Balboa and Cristobal container terminals, confiscating properties, equipment, technologies and employee-related information, causing substantial losses to CKH HOLDINGS. More than six months after the treaty dispute notice was issued, Panama had conducted only one perfunctory consultation meeting and had never proposed any compensation or solution.

CKH HOLDINGS stressed that Panama has become a high-risk country that disregards the rule of law, corporate legal status, the scope of contracting parties, the applicability of arbitration agreements and treaty dispute resolution mechanisms.
