These permits collectively allow for the deployment of up to 8,000 robotaxis in the county over the next 12 months. Tesla is approved to deploy up to 5,000 robotaxis; Waymo is authorized to deploy up to 1,000 autonomous vehicles in the coming year. Uber also received a quota of 1,000 vehicles, which will be operated in collaboration with Hyundai's subsidiary Motional and Zoox. Zoox itself already holds a permit for autonomous network operations and can independently operate 100 robotaxis. However, whether these companies can actually deploy this many vehicles remains uncertain. Testimonies from representatives of Tesla and other companies at the hearing indicated that achieving the approved scale would be challenging. "5,000 vehicles is just the upper limit for us," said Eric Early, Chief Engineer of Tesla Cybercab, at the meeting. "I don't think we will reach the deployment of 5,000 vehicles by this time next year; it's not a technical issue... If we can achieve 2,500 vehicles, or slightly more, next year, we would be very satisfied." Even if the three companies only deploy half of their approved quotas, Clark County, especially Las Vegas, will become a core battleground for robotaxis: Tesla, Uber (through partners Motional and Zoox), and Waymo will compete for the same pool of passengers. The rapid large-scale deployment of robotaxis may reshape the city and particularly impact the local job market.
