While this seems to have been a huge help for Intel, and also a huge gain for the government as the stock's value has soared in the interim, the deal also came with its share of controversy. Secretary of Commerce Howard Lutnick is now out defending the deal in court. Investors were oddly displeased with this, and sent Intel shares down nearly 2% in Friday afternoon's trading. Lutnick asserted that the deal was actually authorized as part of the CHIPS Act, which allowed the government to attach conditions to funding grants that included payment "…in the form of stock and warrants." But the lawsuit alleges that Intel was "coerced" into handing over the ownership stake by the government attaching conditions to funds that were already due. ## **Betting Against Berkshire** Meanwhile, Tom Hayes, founder of Great Hill Capital, is taking his bets off Berkshire Hathaway ($BRK.A) and putting them on Intel and other "beaten-down equities" instead. Hayes declared that Berkshire's ability to beat the market was "done." In fact, Hayes looked for Berkshire to eventually be required to break up as a better way to explore underlying value. But Hayes already has one critical factor going for him, as he bought Intel at $19 a share, a move that now looks like an absolute win. Hayes noted that Intel's turnaround thesis made perfect sense, thanks to Intel's outsized role in national security. ## **Is Intel a Buy, Hold or Sell?** Turning to Wall Street, analysts have a Hold consensus rating on INTC stock based on five Buys, 23 Holds and two Sells assigned in the past three months, as indicated by the graphic below.
