# Why Is IBM Stock Falling Wednesday?

**International Business Machines Corporation** (NYSE:IBM) stock fell more than 3% on Wednesday despite gains in the broader market and technology stocks. The Nasdaq rose 0.67%, while the S&P 500 gained 0.31%.

According to Benzinga Pro, IBM shares are trading lower amid possible profit-taking. The company recently finalized its $1 billion CHIPS Act award with the U.S. government. Traders are also awaiting Wednesday’s Federal Reserve rate decision and commentary. IBM stock has rallied about 40% since late July.

IBM’s decline stands out against a strong technology sector. The Technology Select Sector SPDR Fund (NYSE:XLK) gained 0.81%, making technology the best-performing sector Wednesday.

That divergence points to stock-specific selling rather than broad pressure on technology shares. IBM’s sharp rally since late July could also be prompting investors to lock in gains.

## $2 Billion Push Into Quantum Manufacturing

IBM said Wednesday that its Anderon unit finalized a $1 billion CHIPS and Science Act award with **the U.S. Department of Commerce**.

The funding will accelerate research and development at Anderon’s 300-millimeter quantum wafer foundry in Albany, New York. IBM is separately investing another $1 billion in the venture.

The agreement follows a letter of intent announced in May. Anderon said its first quantum wafers are already moving through the facility.

The company makes specialized wafers for superconducting qubit arrays, quantum input/output signaling and readout components.

“This agreement with the Department of Commerce strengthens our ability to deliver the manufacturing scale the quantum industry needs,” said **Mukesh Khare,** CEO of Anderon.

The foundry aims to expand access to U.S.-based quantum manufacturing as the industry moves toward larger-scale commercial applications.

## Technical Analysis

IBM remains above its short-term moving averages. The stock is 1.5% above its 20-day SMA of $236.47 and 2.2% above its 50-day SMA of $234.84.

However, the longer-term picture remains mixed. IBM is 2.6% below its 100-day SMA of $246.32 and 7.8% below its 200-day SMA of $260.37.

The relative strength index, or RSI, stands at 49.19. That indicates neutral momentum, with the stock neither overbought nor oversold.

IBM’s 20-day SMA remains above its 50-day SMA, providing a near-term bullish signal. However, the death cross formed in March, when the 50-day SMA fell below the 200-day SMA, remains intact.

Traders may watch resistance near $241.50. Support sits around $229.

## Analyst Outlook

IBM trades at a price-to-earnings ratio of 22.1. The stock has a consensus Buy rating and an average price forecast of $258.

Recent analyst actions include **Susquehanna** maintaining a Neutral rating and raising its price forecast to $235 on Aug. 31. **Citigroup** maintained a Buy rating but lowered its price forecast to $245 on July 24. **Susquehanna** also lowered its price forecast to $225 on July 24.

## Benzinga Edge Rankings

IBM’s Benzinga Edge scorecard shows a mixed setup.

Momentum is weak at 25.91, while Quality is bullish at 80 out of 100. Value is also weak at 24.53, while Growth is neutral at 41.68.

Overall, IBM’s Edge rankings highlight stronger business quality but weaker momentum and value characteristics.

## Top ETF Exposure

IBM is a major holding in several dividend-focused technology funds. **The First Trust NASDAQ Technology Dividend Index Fund** (NASDAQ:TDIV) has a 6.81% weighting in IBM. **The iShares Core Dividend ETF** (BATS:DIVB) has a 3.89% weighting, while **the FT Vest Technology Dividend Target Income ETF** (NASDAQ:TDVI) has a 6.83% weighting.

Large inflows or outflows from these ETFs can therefore contribute to buying or selling activity in IBM shares.
