His main proposal is to let independent evaluators work inside the frontier labs with the same access employees get, so that someone outside the company can check what is being built. Anthropic has already agreed to open itself up this way.
OpenAI's Sam Altman then said he agrees the industry needs to "pace the frontier," and committed OpenAI to doing the same. Elon Musk, whose xAI is competing in the same race, replied: "Dario is right."

It is still only talk, and the problem is obvious: every lab wants to slow down, and every lab is worried the others won't.
But it is worth asking what happens if they do. The instinct is to read this as bad news for AI stocks, and that is probably too simple. Nobody is asking for less AI. The proposal caps how fast the biggest training runs grow, and adds a lot more checking on top: testing, monitoring, audit trails, access control.
Training a model is a one-time cost. Supervising it is a cost that repeats every month.
