Strengthen the clean and efficient utilization of coal, promote the low-carbon transformation and construction of coal-fired power, and advance the "three transformations" of energy conservation and carbon reduction, flexibility transformation, and heating transformation in coal power. Increase the proportion of electricity coal consumption, vigorously reduce non-electric coal use, and continuously promote the shutdown and integration of coal-fired boilers, the replacement of industrial kilns with clean energy, and the management of scattered coal. Under the premise of ensuring electricity and heat supply, promote the shutdown and integration of biomass boilers, coal-fired boilers that have not completed ultra-low emission transformation, and small coal-fired cogeneration units within a heating radius of 15 kilometers for cogeneration units of 300,000 kilowatts and above
