Shanghai: Allows the establishment of wholly foreign-owned hospitals in Shanghai

On January 8th, Jin10 Data reported that Shanghai issued the "Pilot Work Plan for Deepening the Opening-up of Foreign-funded Hospitals." It allows the establishment of foreign-funded hospitals in Shanghai (excluding traditional Chinese medicine and public hospital mergers). It encourages the establishment of foreign-funded hospitals in pilot open areas such as the Free Trade Zone, Lingang New Area, Hongqiao Business District, and the Eastern Hub International Business District, as well as in areas concentrated with biomedicine industries and expatriate residential centers. Foreign-funded hospitals must be established and operated in accordance with relevant laws and regulations and meet the following conditions: hospitals are allowed to hire foreign physicians, physicians from Hong Kong, Macau, and Taiwan, and other health professionals from Hong Kong and Macau for short-term practice as stipulated; the proportion of Chinese (mainland) personnel in hospital management and health professionals must not be less than 50%; hospitals that meet the relevant medical insurance regulations may apply to be included in the designated medical insurance program according to procedures.
