For general data that does not involve risk issues, it encourages taking necessary security measures for circulation and utilization. For data not identified as important but considered by enterprises to involve significant operational information, it encourages data providers and data recipients to access and use data circulation infrastructure to promote secure data flow. For important data, under the premise of protecting national security, personal privacy, and ensuring public safety, it encourages the lawful and regulated realization of data value development through methods such as "original data not leaving the domain, data being available but not visible, and data being controllable and measurable."
