Industry insiders believe that this move is a significant boon for the new energy vehicle and battery recycling sectors, indicating that companies like CATL (300750.SZ), GOTION (002074.SZ), and JinJing New Energy (01783) that are laying out recycling businesses are expected to welcome new growth points and seize opportunities in a market with enormous potential.
The State Council's executive meeting emphasized the need to strengthen management across the entire chain, focus on unblocking bottlenecks, and build a standardized, safe, and efficient recycling and utilization system. It called for the use of digital technology to enhance monitoring of the entire lifecycle flow of power batteries, achieving traceability throughout production, sales, disassembly, and utilization. Legal means should be employed to regulate recycling and utilization, relevant administrative regulations should be formulated and improved, and supervision and management should be strengthened. The acceleration of the formulation and revision of standards related to green design of power batteries and product carbon footprint accounting is also necessary to lead and promote recycling and utilization through standards.
According to predictions from the China Power Battery Industry Innovation Alliance, by 2030, the installed capacity of power batteries in China will exceed 1,300 GW, and the country will face large-scale concentrated retirement of power batteries in the future. The recycling market for power batteries has enormous potential, with the scale of the secondary utilization market expected to achieve relatively rapid growth after 2025.
Wang Xiaokang, president of the China Industrial Energy Conservation and Clean Production Association, introduced that by 2030, the cumulative retirement volume of power and energy storage batteries in China will exceed 3 million tons. The scale of China's power battery recycling market is expected to reach over 140 billion, potentially growing more than nine times compared to the actual market size in 2022, and even reaching ten times.
It is understood that with the strong support of relevant national departments, the energy battery recycling and utilization industry has made significant progress in recent years. For example, CATL acquired Bangpu Recycling in 2013, officially entering the battery recycling industry, producing ternary cathode precursors by recycling metal elements from waste batteries. Its wholly-owned subsidiary, Ningde Jiaocheng, also includes battery recycling systems in its business operations.
On September 28, 2024, Tongling Delithium New Energy Technology Co., Ltd., a subsidiary of GOTION Group, is investing 5.2 billion yuan in a comprehensive utilization and PACK industrialization project for lithium batteries, planned to be constructed in two phases. Official data from GOTION indicates that the company can process 50,000 tons of waste batteries and 10,000 tons of scrapped electrode sheets annually, with iron phosphate and lithium carbonate products reaching battery-grade levels.
Recently, JinJing New Energy announced that it has signed a battery recycling cooperation agreement with Huayou Green Energy, a subsidiary of Huayou Cobalt. According to this agreement, both parties agree to provide one-stop battery collection and disposal services for end customers based on the existing 31 service points in Europe. Additionally, according to public information, JinJing New Energy Group is constructing Hong Kong's first power battery processing facility, which is expected to begin trial operations by the end of this year or early next year
