The central government's requirements are very clear: the transfer of contracted land management rights must adhere to the principles of legality, voluntariness, and compensation; it must not violate the wishes of the contracted farmers, harm farmers' rights and interests, change the land use, or damage agricultural comprehensive production capacity and agricultural ecological environment.
